So for example, my profile settings area shows I have a profile picture. When I go to comment on a thread...nothing is there?

Because your profile picture only shows up in your profile. Your avatar is what shows up in your forum posts.

Go look at my profile; there's a different picture there than what you see next to this post. You can use the same picture for both if you want, but you have to use that picture both as your profile picture AND as your avatar. They're different things.

There may also be size restrictions on the avatar, and the picture you're trying to use is too large. See if you can cut it down to a smaller size.
