That would introduce a lot of issues. Consider all the posts that an account has made. If the account were deleted what would happen to those posts? So as a rule, no it's not possible to delete an account.
An account can be permanently disabled, though.

Basically, we perm ban you, which means you can never come back with the email address you used to register.
